Well... my definition is because it bounces you all over the place when
you do a download of OOo :-)

But in reality that's it's actual name and it's a load balancer that
selects a least loaded server for your OOo download. Unfortunately it
still needs some 'locale tuning', so even though I'm in California, it
might select a server in Chile, or Portugal, etc., for my download.
Sometimes that's not a problem, but other times it is, as while the
server may not be loaded, the internet links getting to/from that server
might be. As a result the actual download speed might be less than
desirable.

With that said, it's always a good idea in the spirit of OOo to try your
downloads from Bouncer first (the standard download pages). If you
notice that you're connected to Timbuktu and the download is crawling
along at or below modem speeds when you are on DSL, then terminate the
download and start again in a few moments. You should be able to see
where the download is coming from & the speed. If all else fails, then
select a mirror near you and download from there directly.
