I ask this since I need to use a circle and have the text use
the line as its "footing" for the letters.  It is like having
the text sitting on a straight line, then take that line and
turn it into a circle, instead of straight.  I remember doing
this several years ago, but cannot remember how or what software

I have to have a filled circle logo surrounded by text of my choosing.
The logo is not mine, but I have to use it as the center piece of the
new logo for a local branch of the group.

You can easily do this with Draw. See the attached. You can adjust the
contour, animate the text, 3D the text, add shadows, layer a logo etc.,
etc.
