OpenOffice is free to use in what ever context you can think of. Business /
Personal / terminal server / downloaded onto each machine - its all free.
There are no licenses to purchase at all.

The open source license grants you the right to this as well as the ability
to look, review and improve (if you wish) the source code itself.

As with any business if you wanted to play it really safe, legal counsel may
be appropriate, but there is no cost.
