Unlike some other office suites, OpenOffice distinguishes between page size (set at Format | Page... | Page), and paper size (set at File | Printer Settings... | Properties...). It looks to me as if the label templates set the top and left margins and don't bother much about the right and bottom ones - with the result that the page ends up somewhat undersized. But I don't think there is any problem with the page image being smaller than your paper size. In what sense "cannot" you print the labels? What happens when you try? Is it that your printer objects and asks for paper of the same size as the image? If you override that request (which the printer should let you do), does the printer get it right or perhaps centre the image inappropriately?

I don't have access to Letter-sized paper, so I cannot actually test such printing, but if I print labels of this format to a Letter-sized image using a virtual PDF printer, the result looks to be correct.

Oh, but I'm *not* an expert on labels.
