Not sure what you mean by an "editable" PDF, which to me indicates the
person making use of the PDF would be using a program such as the full
Acrobat, etc. to do any further editing.

However, to force OOo to embed all fonts that you use in your creations,
under "File" menu choose:

"Export as PDF" sub-menu to bring up the options dialog for exporting to
PDF.
Under "General" sub-heading (under "General" tab), ensure a check-mark
is placed next to "PDF/A-1"

That will ensure all fonts used in the document being exported will be
embedded into the resulting PDF as embedded font subsets.

The "trade-off" for setting "PDF/A-1" is the PDF cannot set security
features such as encryption or password protections.
