I think this should work:
1. Select the following menus: "Format | Styles and Formatting"
2. The window that comes up should have two little icons near the top,
on the left hand side.  As you hover over them with your mouse pointer,
you will see that one is named "Cell Styles" and that the other is
named "Page Styles"  Click the one named "Page Styles"
3. You will see two choices, "Default" and "Report"  Right click on
"Default"
4. You will then be given the choices "New" and "Modify"  Choose
"Modify"
5. On the window that opens up, click the tab named "Sheet"
6. Uncheck the "Zero values" box that is located in the "Print" section.
7. Click "OK"
8. Select the following menus: "File | Templates | Save"
9. Make sure that the choice that is selected in the "Categories"
column is "My Templates"
10. In the box underneath the words "New template" type something like
"default-userdefined" and then click "OK"
11. Then follow the following menus "File | Templates | Organize"
12. Double Click on "My Templates"
13. Right click on the template that is named whatever you happened to
name it in step 10.
14. On the menu that comes up, choose "Set as default template" and
then click "Close"
15. Close OpenOffice.org.
16. Open up a blank OpenOffice.org spreadsheet.  If you go to "Format |
Page | Sheet", "Zero values" should still be unchecked.

This will work fine IF you were creating new spreadsheets.
Unfortunately, I JUST tried the following experiment and it failed:
1. Set the default template for spreadsheets to have the "Zero value"
box unchecked.
2. Checked to see that that worked as expected.  It did.  So far so
good...
3. Opened up a spreadsheet of my own creation that I had just checked
before this experiment, and it had the "Zero value" box checked.
"Unfortunately", when I opened up my old spreadsheet, OpenOffice
respected the settings that I was using way back when I created the
spreadsheet.

The above steps WOULD work for you if you could possibly get the
person/people that send you spreadsheets made in OpenOffice.org to make
the changes that I described in this message.  If fact, if they are
willing, and they can't make my instructions work for them, let me know
and I can try to work with them off list
