Yes.
1. Go to Tools>Customise
2. Click on the Keyboard tab
3. Under Category (lower left panel) select Format
4. Under Function select Lowercase to assign a key to "Change format
to lowercase" and select Uppercase to assign a key to "Change format
to uppercase".
I hope you'll pardon my pointing out that this answer, though
accurate, misses the question by a whisker - in that it describes how
to create a keyboard shortcut and not the toolbar button preferred by
the questioner. The answer is very similar, of course:
o Either click the down-arrow at the right of your preferred toolbar
and select Customize Toolbar..., or go to Tools | Customize... |
Toolbars and select your preferred toolbar from the drop-down menu
(or use New... to create a new toolbar).
o Under Toolbar Content, click Add...
o Continue from step 3 above. (At step 4, the toolbar panel title
is Commands instead of Function.)
