[users] Numbering lines

I am a new user of Open Office, and not an attorney.  However, I need to 
be able to write some legal pleadings.  Pleadings are double-spaced and 
require line numbering on the left-hand side of the page, typically from 
1 to 28 on each page.  Also, pleadings pages have two closely-spaced 
vertical lines on the left and one vertical line on the right side of 
the page, with the text between these lines.  The line numbers are to 
the left of the double line.  I don't find any way in Open Office to 
format such pages, but would be grateful for guidance on how to write 
such documents on plain paper using Open Office.
