Ah. Well, go to its web site http://www.openclipart.org/ and look carefully
at the left side of the page. You'll see FAQ. That stands for Frequently
Asked Questions. Click it. The second question on the FAQ page that opens is
"Where do I save it to? How do I import it into
OpenOffice.org?<http://www.openclipart.org/wiki/FAQ#Where_do_I_save_it_to.3F_How_do_I_import_it_into_OpenOffice.org.3F>"
I think that might help; sort of. I have no idea if the converter they
describe for 2.0 works for 3.x. You'll need to ask them. It doesn't sound
promising as the web site describing the converter is dated 2 Sep 2007. I
have no idea if this project is still active although my guess is it's
defunct. Scribus isn't mentioned so you could ask the Scribus folk and/or
the Openclipart folk
