I'm on openSUSE 11.1 and do not have this options; however, OOo starts almost instantly and I have active network connections *but* OOo cannot connect to the Internet due to network security infrastructure. I doubt that this is the issue - if it was I would have to wait for connection time outs every time I started OOo.
