For some cells your suggestion works and others remain unchanged. I
guess there must be something else in the sheet which is influencing the
formatting. I can't imagine what that "something" could be, since this
sheet was originally a simple csv text file.

Check on the cells that do not convert to see if they are in string
format rather than an actual number.
For example, if you type in a blank cell " '2009/03/30 " (without the
quotes. Notice the leading apostrophe.) you will now have in that
cell a string that appears to be a date. The leading apostrophe
causes this.
One way to check is to select a blank cell, format it as a number,
then put in a formula =A1 or similar and see if it generates a number
or does it maintain the appearance of the date.

For issues like this, I like the 'value highlighting' option in Tools |
Options | OpenOffice.org Calc | View. Anything that is a number is a
blue font. Text is displayed in a black font. The two data types stand
out nicely.
