Adding +0 to make a string into a value that can be calculated with is
pretty widespread, for instance I use =MID(A1;2;99)+0 to make a number
out of a substring. Maybe =VALUE("1:2:3") would be the "correct" way
to do it, but either way you have to manually format the cell as a
Time.
