likely want to set your line spacing in the Default paragraph style to
double.  And, in Tools->Line Numbering you will need to set the interval
to 1 line (the default is 5).  Now each line should be numbered as you
type it in.

You will have to play with margins and the like to get exactly 28 lines
onto the page, but it should be doable.  Once you've got it right, save
it as a Template using File->Template->Save.  Then you'll be able to
call the blank pleading template up with a File->New->Templates and
Documents.

At least that should help get you started...
