Have you checked out OOo's revision management and versioning features? This might work for you. As I interpret what you are asking, there is no facility for more than one person to work on the same file at the same time, just like MSO. By the same token, OOo revision management will allow merging of different versions and versioning does allow for versions to be kept in the file so you should be able to manage collaboration without the need for being on the same filestore.
I only have experimented with the change highlights on a very simple level. if there is the capability of holding revisions and to be able to identify which revision came from which person, that might be I need. Unfortunately, while searching the documentation, I could not find anything on this feature. The document I searched was the users guide.
