When opening a internet café I would strongly recommend using a free
operating system as well. If you are not familiar with Linux, try Ubuntu

Of course there is some learning involved, but most of the software you
need (e.g OpenOffice) is already preinstalled, and you can copy the
setup of one machine easily to the others.
The Ubuntu community is quite large and it is easy to find help.

If your friend wanted to buy the operating systems for his 40 PCs, he
could save that money and invest it in a commercial support from canonical.
