You can do this using the Draw component of OpenOffice instead of Writer.
o Go to File | New > | Drawing to create a new Draw document.
o Paste your photograph into the document.
o Right-click on the image and select Save as Picture... .
o Select JPEG ... under "Save as type" at the bottom of the Save as
Picture dialogue.
You can then insert this new .jpg file into your Writer document.
