The System Requirements for OOo 3.0 at
http://www.openoffice.org/dev_docs/source/sys_reqs_30.html list only
Windows 2000 (Service Pack 2 or higher), Windows XP, Windows 2003 and
Windows Vista.
I think that if you want to stay with Windows 98, which is now 11 years
old, then you must stay with OOo 2.4.1, the system requirements for
which (at http://www.openoffice.org/dev_docs/source/sys_reqs_20.html)
include Windows 98.
