The JRE package functions like a plug-in in OOo and Browsers. It is installed in its own subdirectory whether on Windows or Linux. I assume Windows is the OS for your users.

Download the current JRE package from http://www.java.com/en/download/windows_xpi.jsp

My preference is to use the manual installation version (15MB download), but there is also an xpi download that will automatically install via the internet. This is best done with a broadband connection. There is a link to instructions for installing the manual version on the page cited above.

The following is based on Win98.  Later versions probably differ.
Once the JRE is installed, run OOo Setup.exe again. For OOo 1.1.4, it is found in ...\Program Files\OpenOffice.org1.1.4. For the OOo 1.9.x developer snapshots, run the Windows Add/Remove program for the OOo version and select "Repair." The uncompressed/unzipped OOo installation package needs to be available, preferably at the same location as was used for the original installation, but you can always browse to an alternate if the original isn't found. OOo should now find the newly installed JRE and integrate it into the installation.
