I'm a little late in the thread (admit I haven't read all posts), but I checked on my Ubuntu 9.04 Ubuntu'ized OOo 3.0.1 openoffice.org-core- 1:3.0.1-9ubuntu3, Tue Apr 14 and my default templates are English. My locale is en_US.UTF8.
