This is governed by the wrap setting for your picture - which governs
how text wraps (or doesn't wrap) around your picture. Select the
picture and go to Format | Wrap> (or right-click | Wrap >) and then
choose a more suitable wrap style - possibly Page Wrap.
Alternatively, go to Format | Picture... | Wrap (or right-click |
Picture... | Wrap) and choose the wrap style there.
