Then you move to the document - then you drag your shape to whatever size you wish. It can then be repositioned, resized, recoloured and have its border changed as you wish. It will sit in a layer above the GIF image. It will not automatically become a part of the GIF. You will not be able to save the existing GIF with the star added.
