Came this utterance formulated by Eustace to my mailbox:

First you click on the shape. Then you move to the document - then you
drag your shape to whatever size you wish. It can then be repositioned,
resized, recoloured and have its border changed as you wish.

It will sit in a layer above the GIF image. It will not automatically
become a part of the GIF. You will not be able to save the existing GIF
with the star added. If you are in Draw, you can however, export a
selection of multiple objects as a single GIF which would achieve thte
same result.
