It should. Install the deb package. I have the Eee PC 900 (with Swedish keyboard) but I never installed a newer version of OpenOffice.org when I had Xandros on it. I have Mandriva 2009.1 at the moment and OpenOffice.org 3.0.1, which works surprisingly fine, and I'm sure I can install OpenOffice.org 3.1.0 on it if I want to. And having Mandriva (or Ubuntu or anything else than Xandros for Eee PC) spares me from the annoying drive letters too as an extra bonus… (In Xandros for Eee PC my MP3 player was called ”D:”, all the other distros that I've tried name it ”iAudio”, which ”name” is the most user friendly…?) But still, to answer your question, I am pretty sure that you can install OpenOffice.org 3.1.0 on it, but I am also somewhat sure that you first need to uninstall the currently installed very old (2.0.4, right?) version.
