On my Win XP Pro system with OOo 2.4.1, I have a template that does this.
It's set for (Format>Page):
>Page tab
   Settings: A4, landscape
>Columns tab
   Settings: 2 columns
   Width and Spacing
       Spacing: 4.00cm, Autowidth
   Separator line:
       Line: 0.05 pt
       Height: 100%

The Separator line gets printed so I can see more easily where to cut the
sheet. The Spacing is so the right hand page has a left hand margin for
binding. I only ever print one or at most two sheets at a time and I print
directly from OOo. I haven't tried exporting it to PDF but ...

You are welcome to tinker with these settings :-)
