When OpenOffice.org is first installed it queries whether or not to be made available to all users, or only the user doing the install.

I suggest reinstalling OpenOffice.org and select to make it available to all profiles.

I personally would not allow a Guest user on any of my
computers.  Get rid of the Guest Account and create one
that can have more control.  Everyone I talk to turns off
Guest accounts for security reasons.
