Joomla is a Content Management System (CMS), not an HTML website publishing system. BTW, as pointed out there are some excellent WYSIWYG editor extensions for Joomla

OOo is, IMO, ok for the odd page or two, but it really isn't suited for website development (again, IMO, so fanboys, keep away).

There are a number of "free" & quite workable HTML publishing systems that you might have a look at, especially if you're on Linux:

Kompozer (Linux/KDE)
Pagebreeze

Quanta and Bluefish come to mind as well.
