The purpose of a header (as Writer uses the term) is to put identical or related material on more than one page. You have a heading, not a header. If you don't want your heading to appear on more than one page, the simplest way is not to put it in a header but instead to locate it normally within the text or anchored to the page, paragraph, etc. There is nothing stopping you positioning your heading where you need it without the use of a header.
