If it is a remnant of a previous version you should be able to get rid of it all by using Microsoft's "Installer Cleanup Utility" at http://support.microsoft.com/kb/290301 I think I would use Add/Remove Programs to delete the existing version of OOo and then run the utility to remove any remnants of it or of older versions. Remember to kill the Quickstarter (System Tray) before starting to remove the current version of OOo. Having got rid of everything, re-install 3.1 on what should be a clean system.
