I understand the problem, and solved it for myself some time back -- here's a process I think works.

   * Activate the color selection/definition window (e.g., Tools >
     Options, OpenOffice.org, Colors, or Format > Area, Color tab).
   * Select the color that's close to what you want (dark blue).
   * Click Modify.
   * Set Name to your new color (pale blue).
   * Click Edit.
   * Select your new color (from the grid, the shaded square, the
     slider, by RGB, by CMYK -- whatever) and OK it.
   * Click Add.

I agree -- not intuitive! HTH.
