I think that some of the problem may be what OpenOffice you are using.
Some OpenOffice distributions are based on go-oo, and this does use
commas instead of semicolons (but perhaps not everywhere).  The help
files have not been updated to account for the comma equation forms.  I
presume that the goal was to make it behave more like Excel.

Im on Ubuntu so - maybe thats why.
