I can't tell what specifically you are wanting.

Regardless,  when OOo exports to a specific file format, it retains
the characteristics of that file format, until it is exported to a
different file format.

If you created a document in OOo, and saved it in HTML format, then
OOo will  switch to the HTML editing component.  I would recommend
against using OOo for web page creation/editing, simply because it
produces HTML markup that is both  bad, and obsolete.  (The HTML
output  it produces does not conform to any official HTML
specification.  You will have spend hours hand editing the output,  so
that it conforms to  HTML 3.2, or any other version  of HTML that you
prefer to use.)
