Stuart, I think what you're after is Tools > AutoCorrect, Options tab,
Replace "standard" quotes with "custom" quotes, and then setting what
you want on the Custom Quotes tab. I'm not sure it will affect
apostrophes, though, it only mentions single and double quotes.
