Thanks to everyone who provided help with my question about templates.
It turns out I need to learn a lot more about styles and how to have
multiple styles function within a single template. I also need to work
out how to start page numbering on the second page. I believe those two
are related.
Thanks again for all your help.

The numbering you described earlier (first page no number, second page
is numbered as 2) happens automatically when you insert the Page Number
field in the header of the second page -- that's what Writer thinks it's
on, though it can be persuaded to start at another number if desired.
(If you want that, see the Help index, search page numbers, select
inserting/defining/formatting.) Page styles can indicate the following
page style, and paragraph styles can indicate the following paragraph
style. You just can't use the same style name to have two different sets
of characteristics. You'll probably want the base paragraph styles to
handle your users' input, and create other paragraph styles as necessary
for your own part.
