OpenOffice doesn't have a mail program, but you could probably put
together a script or a program to do the same thing. Are you planning
on transferring the entire database to BASE or just using Base as the
frontend?

It does have an email-merge wizard, so you can certainly create a
contact list(s) in Base and generate emails as a batch from that list.
However, it isn't setup for heavy lifting:
Each email is simply created in a new window by calling whatever default
email program you have setup, if that is outlook express then that is
what you get.
The contents of the file you have open (writer, calc, impress, draw) can
be attached to the email..
.. as the appropriate ODF file type
.. as a pdf file
.. or as a proprietary MSO formatted file.
So - if you are looking at Base because it is part of a suite and you
are hoping to generate nice HTML based email content using Writer and
then the email merge wizard to send that content, then no it doesn't do
that - not out of the box.
