All of this reply falls under the heading of "so far as I know...."

Being OpenSource, anyone can package the application and sell it. The act of packaging it likely constitutes "adding value" or some such nonsense.

Instead of attempting to alert OOo to the practice, you may want to contact the vendor you noted and ask them why they are selling free software.
