I had a document with a main Table of Contents at the beginning (front-matter,
before Chapter 1) and with mini-ToCs at the beginning of each chapter.
When I opened that Word document in OOo 3.1.1, all the mini-ToCs expanded to
full ToCs, so I had to get rid of them. Some customers like them.
Is there a semi-automatic way to create/generate a local/mini-ToC?
Or do I need to inject special reference markers at each heading within a
chapter and create a manual table that gathers just those markers?

Kevin,
According to chapter 2 of the Writer Guide:
Choosing the scope of the table of contents
From the for drop-down list in the Create index/table area, select
Entire document. There is an additional option to create a table of
contents for just the current chapter. For more information, refer to
Help > OpenOffice.org Writer > Contents.
You should be able to do a TOC for each chapter.
You can get a copy of the guides at http://oooauthors.org/oooauthors/ .
They are available in .odt and .pdf format.
