As well as the normal Windows "Save As..." dialogue which OO.o "borrows", OO.o does have an option to turn on it's own custom dialogue boxes for file operations including "Open..." This option is enabled/disabled somewhere in Tools - Options... I do know that when this is chosen, no automatic file name extension tick-box is present. You may have activated this somehow. Sorry i am not on Windows at present so cannot tell you more specifically where this exists in tools - options. I think i found reference to it in the documentation. Don't know why the save as type options are greyed out, unless perhaps you are collaborating on someone elses work. Try saving as ODT under a different filename first.
