This is usually a symptom of an overactive antivirus program. If you are downloading OOo from the official website, www.openoffice.org (make sure not to use a similarly-named imitation), you can safely do the following:

   * After downloading (which you apparently have already done),
     DISCONNECT COMPLETELY from the internet.
   * Turn off your antivirus program (and if necessary, your firewall).
   * Install OOo.
   * When installation is complete, turn the antivirus program (and
     firewall) back on.
   * Reconnect to the internet.

Make sure you are never connected to the internet without your firewall and antivirus programs working!
