I think you found your problem here although I am a bit confused since I
cannot see where the tabs are in my ToCs unless I deselect the "protect
from manual changes in the Index/Table page of the Insert Index/Table
dialog.
It seems clear though that the issue is created by an additional tab
stop in fact it starts occurring as soon as the page number is on two
digits. It seems that there is not enough room for the page number to
honour the tab stop settings and this is why it is all shifted to a new
line.
I guess you have already tried this, but it is worth trying again...
1. right click on the TOC and select edit Index/Table
2. go to the Entries tab and select level 1 on the left menu
3. remove any unwanted "T" from the structure (that is leave only one T
between the entry (E) and page number (#) right aligned, with filling
character .
4. repeat for level 2
Also, just in case, select the para styles Contents 1 and Contents 2 and
click on the "default" button to reset all the settings.
