     I'm not sure what you want. Do you want to put one circle on top of 
the other? (Concentric circles) Do you want to align the two circles 
horizontally, or possibly vertically?
     Please send me an OOo file showing the result you want. I think you 
want to use "Position and Size" to put these circles where you want 
them. Right click either object and select Position and Size from the 
context menu.
