I inserted a manual page break (control-enter) in Writer but it doesn't display even though I have "View/non-printing characters" turned on.

A manual page break shows as a thin dark blue line which replaces the normal grey text boundary at the top of the new page. It's easy to miss unless you know what you are looking for. Its appearance is not influenced by the Nonprinting Characters setting, but it is suppressed if the display of text boundaries is suppressed.

If you wish to make this line more visible, you may wish to change its colour. Go to Tools | Options... | OpenOffice.org | Appearance | Custom colors | Text Document | Page and column breaks.

I trust this helps.
