I've never used this software, but... I took a look at the SourceForge link you provided, and I'd say if all you're seeing is a couple of DLL files, you've downloaded the wrong zip file (ie you've downloaded the development library, not an application that uses the library).

The docs on how to use the command line wpg2odg converter are found here: http://libwpg.sourceforge.net/wpg2odg.htm

and following the download links leads you to:
http://sourceforge.net/projects/libwpg/files/

In that list, the one at the bottom is likely what you're looking for, labeled "wpg2odg". Click that link and it'll give you a new link labeled "wpg2odg-0.1.0". Click the new link. Then click and download the file "wpg2odg-0.1.0.zip".

I can't vouch for how well the converter software works, but that should at least give you an executable, and the docs required so you can test it out for yourself.
