I know that it has got to be something simple, and when the solution
is pointed out to me, I will bow my head in shame.

It sounds as if what you need to do is to "dock" the toolbar when you've
made it appear. Just drag it to where you want it to live (probably the
top or bottom edge), and it should stay put from then on. I don't know
why it started disappearing on you, but maybe it accidentally got
dragged into the work area from its old docked position. Hope this helps
