Thanks to suggestions from Barbara, namely find or create a new table that 
doesn't have the problem, and copy cell contents into it, and hope it doesn't 
break before you finish, then delete the old table... the crippled pagination 
and table flow have been addressed and I can re-submit my document. 

Yay.

In the modified title of this message I said the problem was "partially" solved 
because I still don't know why or how it happened. But it's good to have a 
workaround if it happens again.
