I cannot completely reproduce.

o Created spreadsheet in Calc 3.2.0 (linux) w/cell value & comments
o Saved as Excel97/etc
o Opened a VirtualBox Win2kPro machine & opened the file in both Calc
3.2.0 (Windows) and Excel 97. In both I was able to print (to a virtual
PDF printer (PDFCreator & Adobe Acrobat 6.0) w/comments.

In Excel: File|Page Setup|Sheet|Comments: At end of sheet

However, I found that using 'As Displayed on Sheet' does indeed have
problems as you mentioned. You might want to check to see if there has
been a bug alread filed regarding this, if not file one.
