In fact, this document file is password protected. You will appreciate that, as a .pps file, this document is intended to display as a slide show in Microsoft Powerpoint instead of opening as if for further editing. And yes: if you open it in Powerpoint or in the Powerpoint Viewer then it will run as a slide show without any requirement to provide the password. But if you try to open it in Powerpoint as if for editing - perhaps by opening it from within Powerpoint or by renaming it as a .ppt file - then Powerpoint will give you the choice of providing the password, if you wish to edit the document, or of opening it in read-only mode.

Since OpenOffice Impress does not (as far as I'm aware) provide a display-only mode - what Powerpoint calls a slide show - it is not surprising that it will not open this document file at all without the password.

It appears that you are using Windows. If so, you could download and install the free Powerpoint Viewer from the Microsoft web site. This would open and display this file as its author intended.
