A crude way would be to add extra, empty rows between your real rows.
If you suppressed borders appropriately, these extra rows would be
invisible.
But the solution is easier than that. Go to Table | Table
Properties... | Borders (or right-click | Table... | Borders). Under
"Spacing to contents", probably remove the tick from Synchronize and
then adjust the Top or Bottom values to add the spacing you require.
You can set this for an entire table or, if you select a row or rows
of the table first, you can add spacing to those rows only.
