I know a bit the problem, and the issue is : the SDK is not free (so far there is a final step asking for paying something), and I bet there is a lot of undocumented things, as usual.
Shortly : I prefer forget it for the moment, but if someone wants to offer me this SDK, maybe I can reconsider my statement ;-)

No idea. We need more specifications too. If Mac OS X (light version) can run on it, there is probably a way.
Last, the proc is not that fast ( see http://www.apple.com/ipad/ specs/ ), but no idea either how to develop, and don't forget OOo on Mac OS X is not fully native, this means : lot of work to make it work.
