You usually get asked at some point whether an application you are
installing is to be available to all users, or just to you. If your new
user can't get to OOo, you may have said to make it available only to
you, and changing that requires whatever the process is for your
operating system -- it really doesn't have anything to do with OOo
itself. Somebody may be able to help if you give us some more information.
