A place to upload "problem" documents is an excellent idea. A few of
these may allow the developers to quickly zsolve most of the
incompatibility issues.
Bug reports are not the rigth place for such issues, because they are
not necessarily bugs. OO mzy be working correctly, just with different
formatting philosophy than MSWord, or different default settings, etc.

I find that MSWord docs which contains tables or figures usually do not

This brings up a question I keep forgetting to ask...
I run across documents all the time that don't open properly in OOo...
mostly it is minor formatting problems, but it is still annoying.
OOo should have a place/procedure dedicated solely for uploading problem
documents. The upload interface should be very simple - just a way to
browse to the document, a selector for the OOo version you are using,
and a text box to describe the problem.
Does anyone know if maybe there *is* something like this? I simply will
not go to the trouble of opening a separate bug for each problem
document, and neither I think will most people. The OOo bug reporting
mechanism is a nightmare, unless it has changed dramatically in the last
couple of years.
