Basically, you don't. As you may know, there are
ways of inserting characters without searching
through the list (which are dependent on your
operating system), but if the character does not
exist in the font you are using, there is no way
that you can display or print it, of
course. Finding a keyboard shortcut to insert
the character won't make it appear when it is
simply not there. Most fonts do not contain most
characters. Your required character, U+2699,
exists in my DejaVu Sans under Windows.
